1. 体系总则

1.1 核心设计原则

  1. 3位编码封顶:全网统一使用纯3位阿拉伯数字编码(000-999),无字母、无混合,适配Mesh网络节点简易解析需求;
  2. 中国大陆最大化:独占专属整百编码段,满足境内海量可互联网络的无上限分配需求;
  3. 全球国别预占:按国际惯例对主流国家/地区做专属编码段预占,符合全球组网习惯;
  4. 小众国家适配:预留特殊编码段,为编码被占、微型国家/地区提供兜底分配,实现全球全覆盖;
  5. 解析隔离管控:开发测试段与公网组网段严格隔离,权威解析系统屏蔽测试段,避免公网干扰;
  6. 一码一网唯一:单个3位编码唯一对应一个独立Mesh网络,无重复、无复用,保障组网唯一性。

1.2 管控主体划分

  1. 中国大陆运维核心团队:负责800-899编码段全流程管理,拥有自主决策权;
  2. 全球组网协调团队:负责100-199/200-799/900-979/999编码段的全球组网协调;
  3. 属地运维团队:负责所属专属编码段的本地分配、配置及互联权限管控;
  4. 开发/测试团队:负责980-998测试段的内部使用,仅闭环组网,不参与公网管控。

1. General Principles

1.1 Core Design Principles

  1. 3-Digit Code Limit: The entire network uniformly uses 3-digit pure numeric codes (000-999) without letters or mixtures, adapting to the simple resolution requirements of Mesh network nodes;
  2. CN Maximize Allocation: Exclusive whole hundred coding segment for China mainland, meeting the unlimited allocation needs of massive interconnectable networks in the region;
  3. Global Country Preoccupation: Preoccupy exclusive coding segments for mainstream countries/regions in accordance with international practices;
  4. Small Country Adaptation: Reserve special coding segments for countries/regions with occupied codes or micro-scale territories to achieve global full coverage;
  5. Resolution Isolation Control: Strictly isolate development/test segments from public network segments, the authoritative resolution system shields test segments to avoid public network interference;
  6. One Code One Unique Network: A single 3-digit code uniquely corresponds to an independent Mesh network without repetition or reuse to ensure network uniqueness.

1.2 Division of Administrative Subjects

  1. China Mainland O&M Core Team: Responsible for the full-process management of the 800-899 coding segment with independent decision-making power;
  2. Global Network Coordination Team: Responsible for global network coordination of 100-199/200-799/900-979/999 coding segments;
  3. Local O&M Teams: Responsible for local allocation, configuration and interconnection permission control of the assigned exclusive coding segments;
  4. R&D/Testing Teams: Responsible for the internal use of the 980-998 test segment, only closed-loop networking, no participation in public network control.

2. 编码段全局划分及核心规则

全网3位编码(000-999)按用途、归属、场景划分为6大段,各段隔离无重叠、规则明确,为全网组网的基础依据。

2.1 通用补充规则

  1. 核心根网固定:各专属段首码为区域核心根网(如800=中国大陆核心),不可分配给普通独立网;
  2. IP分配规范:公网编码段(除900-979)配置公网+内网双IP,900-979段仅配置公网IP;
  3. 连续分配原则:各公网段按“首码为核心,后续连续按需分配”执行。

2. Global Coding Segment Division & Core Rules

The global 3-digit codes (000-999) are divided into 6 major segments according to purpose, ownership and scenario, with isolated segments, clear rules, serving as the basic basis for global networking.

2.1 General Supplementary Rules

  1. Fixed Core Root Network: The first code of each exclusive segment is the regional core root network (e.g., 800 = China Mainland Core), which cannot be allocated to ordinary independent networks;
  2. IP Allocation Standard: Public network segments (except 900-979) are configured with dual IP (public + intranet), 900-979 segment is only configured with public IP;
  3. Continuous Allocation Principle: Each public segment is allocated continuously on demand with the first code as the core.

3. 各编码段详细管理规范

3.3 中国大陆专属最大化段(800-899)

3.3.1 核心管理规则

  1. 核心根网:800为中国大陆全国核心根网,作为境内全网统一出口,仅作骨干转发,不参与业务组网;
  2. 分配规则:801-899无层级、无申请制,连续按需无限分配,可按省/市/行业/政企等任意维度划分;
  3. 自主管控:中国大陆运维核心团队拥有本段位的分配、配置、互联权限的完全自主决策权,无需全球协调;
  4. 扩容兜底:801-899满配后,可直接调用900-979段编码,自主分配仅需向全球团队备案。

3.6 全局唯一独立网段(999)

  1. 定位:全网唯一的公共独立Mesh网络,无地域/国别限制,作为全球跨区域互联的公共骨干节点;
  2. 配置规则:配置公网+内网双IP,由全球组网协调团队统一配置和实时监控;
  3. 互联管控:可与全球所有公网编码段互联,权限由全球团队通过DNS TXT记录统一配置;
  4. 使用规则:仅作为全球公共互联节点,不分配给任何国家/地区的专属业务组网。

3. Detailed Management Rules for Each Coding Segment

3.3 China Mainland Exclusive Maximization Segment (800-899)

3.3.1 Core Management Rules

  1. Core Root Network: 800 is the national core root network of China Mainland, serving as the unified export of the entire domestic network, only for backbone forwarding, not participating in business networking;
  2. Allocation Rule: 801-899 has no hierarchy or application system, unlimited continuous allocation on demand, which can be divided by province/city/industry/enterprise and government at will;
  3. Independent Control: China Mainland O&M Core Team has full independent decision-making power over the allocation, configuration and interconnection permissions of this segment without global coordination;
  4. Expansion Backup: After 801-899 is fully allocated, the 900-979 segment codes can be directly used, and independent allocation only needs to be filed with the global team.

3.6 Global Unique Independent Segment (999)

  1. Positioning: The only public independent Mesh network in the entire network, without regional/country restrictions, serving as a public backbone node for global cross-regional interconnection;
  2. Configuration Rule: Configured with dual IP (public + intranet), uniformly configured and real-time monitored by the Global Network Coordination Team;
  3. Interconnection Control: Interconnectable with all global public network coding segments, permissions are uniformly configured by the global team through DNS TXT records;
  4. Usage Rule: Only used as a global public interconnection node, not allocated to the exclusive business networking of any country/region.

4. DNS解析配置标准

所有公网编码段在nid.meshcc.ai权威解析系统中遵循统一配置标准,仅配置A记录(IP映射)和TXT记录(管控信息)。

4.2 TXT记录标准化字段(全网统一)

JSON字段为Mesh网络节点解析互联权限的核心依据,严禁随意增删字段,无空格紧凑格式:

  • code:3位纯数字,与DNS记录名完全一致;
  • region:区域标识(CN/NA/EU/AP/SM/GLOBAL);
  • allow:可互联的3位编码列表,空数组表示禁止所有互联;
  • ipType:IP类型,900-979段仅填["public"]。

4. DNS Resolution Configuration Standard

All public network coding segments follow the unified configuration standard in the nid.meshcc.ai authoritative resolution system, with only A records (IP mapping) and TXT records (control information) configured.

4.2 Standardized TXT Record Fields (Global Unified)

JSON fields are the core basis for Mesh network nodes to resolve interconnection permissions, no random addition/deletion of fields, compact format without spaces:

Core Field Description

  • code: 3-digit pure number, exactly the same as the DNS record name;
  • region: Regional ID (CN/NA/EU/AP/SM/GLOBAL);
  • allow: List of 3-digit codes for interconnection, empty array means prohibiting all interconnection;
  • ipType: IP type, only fill in ["public"] for 900-979 segment.

6. 编码分配与扩容规范

6.1 编码分配流程

  1. 中国大陆(800-899):属地团队向国内核心团队提需求,审核通过后直接分配,实时生效;
  2. 主流国家(100-199/200-799):属地团队向全球组网协调团队提交申请,审核通过后分配所属专属段编码;
  3. 小众国家(900-979):组网主体向全球团队提交书面申请,审核通过后分配1-3个编码;
  4. 测试段(980-998):各开发团队自主内部分配,无申请流程,仅做好内部记录。

6.2 中国大陆扩容规范

  1. 第一阶段:801-899连续分配,直至满配;
  2. 第二阶段:直接调用900-979特殊适配段编码,自主分配仅需备案;
  3. 扩容后编码享受与800-899段同等的自主管控权。

6. Code Allocation & Expansion Standard

6.1 Code Allocation Process

  1. China Mainland (800-899): The local team submits requirements to the domestic core team, which is directly allocated after approval and takes effect in real time;
  2. Mainstream Countries (100-199/200-799): The local team submits an application to the Global Network Coordination Team, and the assigned exclusive segment code is allocated after approval;
  3. Small Countries (900-979): The networking subject submits a written application to the global team, and 1-3 codes are allocated after approval;
  4. Test Segment (980-998): Each R&D team independently allocates internally without application process, only keeps internal records.

6.2 China Mainland Expansion Standard

  1. Phase 1: 801-899 are continuously allocated until fully configured;
  2. Phase 2: Directly use the codes of the 900-979 special adaptation segment, independent allocation only needs to be filed;
  3. The expanded codes enjoy the same independent control rights as the 800-899 segment.

7. 运维管理与溯源要求

7.1 编码管理系统

  1. 建立中国大陆和全球编码管理系统,实现编码全生命周期统一管理;
  2. 系统记录编码分配时间、归属主体、IP配置、更新记录等,保存期限不低于5年;
  3. 系统支持编码检索、状态筛选、日志查询,便于快速定位问题。

7.4 网络故障排查步骤

跨网互联失败时,按以下步骤排查:

  1. 检查自身与目标编码的status是否为active
  2. 检查双方是否互相在allow列表中;
  3. 检查IP配置是否正确、网络是否通畅;
  4. 检查region标识与互联规则是否匹配。

7. O&M Management & Traceability Requirements

7.1 Code Management System

  1. Establish China Mainland and global code management systems to realize unified management of the entire code life cycle;
  2. The system records code allocation time, ownership subject, IP configuration, update records, etc., with a retention period of not less than 5 years;
  3. The system supports code retrieval, status screening and log query to facilitate quick problem location.

7.4 Network Fault Troubleshooting Steps

Troubleshoot in the following steps when cross-network interconnection fails:

  1. Check whether the status of itself and the target code is active;
  2. Check whether both parties are in each other's allow list;
  3. Check whether the IP configuration is correct and the network is unobstructed;
  4. Check whether the region ID matches the interconnection rules.

8. 附则

  1. 本手册由中国大陆运维核心团队和全球组网协调团队联合制定,拥有最终解释权;
  2. 本手册生效后,所有基于nid.meshcc.ai的Mesh网络组网均需严格遵循,违规造成的网络故障由所属管控主体承担责任;
  3. 本手册可根据全球组网需求变化修订,修订后发布新版本,旧版本自动失效;
  4. 本手册附件与手册具有同等法律效力;
  5. 本手册自2026年02月08日起执行。

8. Supplementary Provisions

  1. This manual is jointly formulated by the China Mainland O&M Core Team and the Global Network Coordination Team, which reserves the final right of interpretation;
  2. After the entry into force of this manual, all Mesh network deployments based on nid.meshcc.ai must be strictly followed, and the responsible administrative subject shall be liable for network faults caused by violations;
  3. This manual can be revised according to the changes in global networking needs, a new version will be released after revision, and the old version will be automatically invalidated;
  4. The annexes of this manual have the same legal effect as the manual;
  5. This manual shall come into force on February 08, 2026.
